> Answer: Because they lack the kleśa of discrimination, because pure brightness serves as the condition, and because it contradicts saṃsāra. They merely use the innate to moisten former karma of universal recompense, undergoing portioned saṃsāra. When dwelling among humans, excluding the people of the northern continent, cultivating the contemplation of non-self and being free from discrimination, they cannot create karma. Among these, those who are extremely dim-witted are excluded. In the heavens, only the heaven without ideation is excluded: because it is without citta, karma is not created. All four kinds of avidyā are able to initiate karma: the anuśayas are seeds, while the remaining three are active manifestations.
