> (Twenty-seven) "Xuanzang is base and ignorant; how could I be worthy to take part in such matters? As for observing the precepts within the gates of the clergy and propagating the bequeathed Dharma, this is my sincere wish. I humbly beg the heavenly compassion to allow me this to the end without taking it away." The Emperor was greatly pleased and said, "What the master has stated was all bestowed by the protection of High Heaven, the spiritual grace of the ancestral temple, and the efforts of the ministers and scholars; how could We have brought it about Ourselves? Since the master wishes to propagate the marvelous Way, We will not stubbornly go against your exalted aspiration." The Director of the Secretariat, Chu Suiliang, said, "Now the four seas are cleared and the nine realms are at peace; this is entirely Your Majesty's sagely virtue, truly just as the Dharma Master said." The Emperor smiled and said, "It is not so. How could a precious fur robe come from the armpit of a single fox? A grand mansion must be completed through many materials together. How could a ruler accomplish it alone? The Dharma Master wishes to preserve his own refined resolve, and so he has excessively adorned Us with glory." He then asked what sūtra he had recently translated. Xuanzang replied, "The Yogācārabhūmi-śāstra." The Emperor asked, "What does it elucidate?" He replied, "This was composed by the Great Being Maitreya, elucidating the meaning of the seventeen stages." The Emperor said, "What are the seventeen stages?" Xuanzang said, "The Stage Associated with the Six Consciousnesses, the Stage with Investigation and Reflection, the Stage without Investigation and with Reflection Only, the Stage without Investigation and without Reflection, the Samāhita Stage, the Stage with Mind, the Stage without Mind, the Stage Arising from Hearing, the Stage Arising from Reflection, the Stage Arising from Cultivation, the Śrāvaka Stage, the Pratyekabuddha Stage, the Bodhisattva Stage, the Stage with Remainder, and the Stage without Remainder—these are the seventeen." He also outlined the headings and expounded the great significance. The Emperor took a deep liking to it, and dispatched a messenger to bring the treatise into the palace, in a total of one hundred fascicles. The Emperor personally examined it in detail; observing that its language and meaning were vast and profound, unlike anything he had heard before, he said to his attendant ministers, "When We examine the scriptures and treatises newly translated by the Dharma Master, it is like gazing at the heavens or dipping water from the sea, unable to plumb their height and depth. Previously, occupied with military and state affairs, We had no leisure to investigate them thoroughly. From now on, We know that the source of the Buddhist doctrine is vast and distant; looking at Confucianism, Daoism, and the nine schools of thought, they are like shallow puddles compared to the vast ocean." He then ordered the authorities to select palace copyists to transcribe nine sets each of the newly translated scriptures and treatises, and commanded that they be promulgated and bestowed upon the Area Commanders-in-Chief of the nine circuits for successive circulation, hoping that everyone within the realm might together receive the Dharma never heard before.
