> (34) The Tang History's encomium says: 'How true it is that a ruler of perfect governance appears but once in an age! Yu possessed all under Heaven, transmitting it through sixteen kings, and only Shaokang achieved the work of restoration. Tang possessed all under Heaven, transmitting it through twenty-eight kings, and only the most flourishing were named the Three Ancestors. King Wu possessed all under Heaven, transmitting it through thirty-six kings, and there was only the governance of Cheng and Kang and the achievements of Xuan; of the rest, there is nothing to praise. Although what is recorded in the Classic of Poetry and the Book of Documents is sometimes sparse and incomplete, throughout the more than one thousand seven hundred years of the Three Dynasties with more than seventy monarchs transmitted, those who stood out prominently to later generations were merely these six or seven monarchs. Alas, they may truly be said to be hard to come by! The Tang possessed all under Heaven and transmitted it through twenty generations, and those worthy of praise were only three monarchs. Xuanzong and Xianzong both failed to sustain their reigns to the end. How splendid were the glorious achievements of Taizong! In eliminating the chaos of the Sui, his footsteps matched Tang and Wu; in the beauty of the order he brought, he was almost the equal of Cheng and Kang. Since antiquity, for both merit and virtue to be so abundant has not occurred since the Han. Yet when it came to being swayed by many attachments, re-establishing Buddhist stupas, and delighting in grandiosity, boasting of achievements, and toiling his troops in distant campaigns—these are what mediocre and ordinary rulers routinely do. However, the rule of the Spring and Autumn Annals always holds the worthy to rigorous standards. Therefore, when gentlemen of later generations wish to see the perfection of another's excellence, none fail to sigh with regret over this.'
