> (9. Gengyin) The Emperor asked National Teacher Chengguan: "What is meant by the 'Dharma realm' explained in the \*Avataṃsaka\*?" He memorialized: "The Dharma realm is the fundamental substance of the body and mind of all sentient beings. From the very beginning, it is spiritually luminous, vast, and distinct, expansive, empty, and silent—it is simply the single realm of reality. Having no form or appearance, yet the great chiliocosm is densely arrayed within it; having no boundaries, yet it contains the myriad existences. It is brilliantly manifest between mind and eye, yet its form cannot be seen; it shines radiantly within sensory forms, yet its principle cannot be divided. Except through the eye of wisdom that penetrates phenomena and the luminous intelligence freed from thoughts, one cannot see such spiritual permeability of one's own mind. Therefore, when the Bhagavān first realized right awakening, he sighed: 'How marvelous! I now everywhere see that all sentient beings possess the wisdom, virtuous qualities, and physical marks of a Tathāgata, but because of false thoughts and attachments they cannot realize and attain it.' Thereupon, matching the nature of the Dharma realm, he preached the \*Avataṃsaka Sūtra\*, entirely eliminating sentiments through true emptiness, fusing phenomena and principle, all-pervasive and frozen in silence." The Emperor was endowed by Heaven with sagely brilliance; once he heard this profound discourse, he was expansive and self-possessed. Thereupon, he ordered the authorities to prepare the rites and cast a seal, promoting the National Teacher to lead and head the clergy under heaven, with the title Buddhist Primate National Teacher Qingliang.
