> (Year 19 \[845 CE\]) In the fifth month, on the gengzi day, an imperial edict ordered the merger and elimination of Buddhist monasteries throughout the realm. The Secretariat and Chancellery submitted a memorial: “According to the statutes and ordinances, at all upper prefectures, on national days of mourning, officials burn incense at monasteries. Let each upper prefecture retain one monastery. Wherever there are holy countenances of the succession of emperors, order them all to be moved into that monastery. As for the lower prefectures, let their monasteries all be abolished. For the Left and Right Streets of the two capitals, we request that ten monasteries be retained, with ten monks per monastery.” The imperial decree stated: “In the upper prefectures, of the monasteries that ought to be retained, let there be one in each that is of exquisite craftsmanship. If dilapidated, all should be eliminated and destroyed. On days of burning incense, officials should go to Daoist abbeys. In the Upper Capital and the Eastern Capital, let four monasteries each be retained, with thirty monks per monastery.” The Secretariat and Chancellery further memorialized: “Regarding the bronze bells, chiming stones, and bronze statues of the abolished monasteries throughout the realm, entrust them to the Salt and Iron Commissioner to cast coins. Entrust their iron statues to their respective prefectures to cast into agricultural implements. Smelt the gold, silver, brass, and other statues and turn them over to the State Revenue Department. As for all the gold and silver statues possessed by the households of the scholar-gentry and commoners, limit their surrender to the authorities to one month after the promulgation of the edict.”
