> (8. Jichou) In the eighth year, the ruler of Wei lectured on the Vimalakīrtinirdeśa-sūtra for all the monks and court officials in the Shiqian Hall. At that time, the Wei court exclusively venerated the Śākya clan and did not attend to the classical canons. The Vice Director of the Secretariat, Pei Yanjun, presented a memorial, arguing that although Emperor Guangwu of Han and Emperor Wu of Wei were in the midst of military affairs, they never set aside books; when the late Emperor campaigned and returned to the capital, his hand never put down a scroll. Truly, it was because learning brings many benefits and cannot be abandoned. "Your Majesty ascends the Dharma seat to personally lecture on the Great Awakened One; all who gaze and listen have their dust and defilement opened away. Yet the Five Classics are the model for governing the world, the priority for handling practical affairs. I humbly pray that both the sūtras and the classics be consulted, and that both Confucius and Śākya be preserved together; then the inner and the outer will both be complete, and the ultimate and the worldly will both be unimpeded." At that time, aside from Chinese monks in Luoyang, there were more than three thousand who had come from the Western Regions. The ruler of Wei separately established the Yongming Temple with more than a thousand bays to house them. Near and far, influenced by this trend, there was no one who did not serve the Buddha. By the Yanchang era, there were a total of more than thirteen thousand temples in the prefectures and commanderies, and the monks numbered up to two million.
