> In the seventh month of the fourth year of Datong, the edict proclaimed: 'Heavenly compassion universally covers all, in its principle taking in everyone; expedient means for benefiting beings—how could they have a fixed location? Li Yinzhi, a commoner of Shangyu County, dug the ground and obtained an ivory image, just under two inches square. The two sides closed together into the shape of a beast. Within, on one side were twelve Buddha images, and on the other side fifteen figures, carved with clear purity and wondrous craftsmanship that were utterly sublime. It must have been produced by divine spirits, not by human effort. Inside were six relics of the true form. The eastern prefecture previously submitted a memorial about it, but We did not pay it heed. Yet when Yinzhi was bound in fetters and imprisoned for punishment, the relics of the true form descended into the prison offices, displaying bright light and manifesting a rare sign. Great compassion saving from suffering—truly there is a reason for it! We ought to rely on the Buddha's power to extend this leniency. All crimes throughout the realm, whether light or grave, committed before daybreak on the sixteenth day of this month, are completely pardoned and cleared. This very day \[the convicts\] shall be released, and the Dharma-body shall be welcomed back to the palace for offerings.'
