Hearing the Buddha's instruction, the King immediately rose from his seat and bowed his head in homage to the five hundred newly ordained bhikṣus, paying homage to them in sequence.' The Satyaka-nirgrantha-sūtra says: 'If one slanders the teachings of the Śrāvakas, Pratyekabuddhas, and the Great Vehicle, and vilifies and hinders them, one commits a root offense.' (Now monks, relying on the Great and Small Vehicle sūtras, do not bow to rulers and parents, which is obeying the Buddha's teaching; now to command them to violate the Buddha's teaching and kneel in homage to worldly people is to disbelieve the Buddha's words and commit a root offense.) 'Furthermore, to slander \[the reality of\] good and bad karmic retribution, having no fear of future rebirths, doing so oneself and teaching others to do so, clinging firmly without letting go—this is called a grave root offense. Great King, if one commits this offense and does not repent of it oneself, one burns away one's roots of goodness and suffers the torments of Avīci. Because the king performs such grave unwholesome karma, the brāhmaṇa practitioners, arhats, and all ṛṣis and sages will leave the country and depart. The gods will weep, and the benevolent ghosts and spirits will not protect his country. The great ministers and chancellors will contend and harm one another; bandits will arise on all sides, the heavenly kings will not descend, the dragon kings will conceal themselves, rain and drought will be unseasonable, and the dead will be countless. Worldly people will not know this fault, but will resent the gods and plead before ghosts and spirits. Therefore, a king who acts according to the Dharma, to rescue from these sufferings, does not commit this fault.' As expounded extensively in the sūtra.
