> Furthermore, non-Buddhists act directly according to their inclinations; they can foster evil only among their own disciples and followers, but cannot foster evil among other groups. Nowadays, when those who have left the household eat fish and meat, it is seen and heard by lay disciples. Harboring no shame or remorse within, they instead fabricate depraved theories, saying: 'The Buddha's teachings originally aimed at distant causes; in the present day, it is not yet completely prohibited. Buying meat with money is not killing it oneself, so this is not blameworthy.' The foolish laity, hearing such monks speak, regard it as true words; they then believe and accept it, practice unwholesomeness themselves, and proliferate various evils. This is the sixth way they fall short of non-Buddhists.
