> I observe that from ancient times to the present, the Buddhist school has established comprehensive catalogues of all scriptures, fully discerning the translators, the imperial eras, and annotating suspected, apocryphal, and separate works, for fear of confusing the common people. Now, the Daoist school previously had no translations, yet they establish records and catalogues. They either rely on Buddhist sūtras, or fabricate them separately without recording the year and month, and without knowing the generations; they mount them with rollers just like genuine scriptures, deceitfully claiming that they emerged spontaneously from the void or flew forth from valleys, circulating widely throughout the world and misleading the ignorant masses. In recent times, in the final years of the Daye era, the Daoist master Fu Huixiang of Wutong Abbey did not speak for three years, and altered the Nirvāṇa Sūtra into the Chang'an jing. At that time, restrictions were imposed forbidding people from leaving the city gates. When his family saw him wearing yellow robes, they seized him and handed him over to the garrison command. When the matter of altering the scripture was discovered, he was impeached by the Minister Wei Wensheng and executed outside the Jinguang Gate; this was witnessed by ears and eyes alike. Since those whose deeds are discovered are like this, there must also be those who are not discovered. I request that eminent and renowned monks, Confucian scholars, and Daoist masters be ordered, before the chief ministers and court luminaries, to thoroughly examine the internal and external scriptures and histories, definitively determine right from wrong, and establish a catalogue as a record to put an end to heterodoxy and fraud, so that those who admire the Dao may rely on authentic models for their study and forever sever confusion and delusion.
