> Furthermore, the \*Daśacakra-sūtra\* states: The Buddha said, “If bhikṣus go forth in reliance on the Buddha's Dharma, all devas, humans, and asuras should make offerings to them. If they guard and uphold the precepts, one should not penalize, imprison, amputate their hands and feet, or even take their lives; there is no such standard anywhere. If there is a precept-breaking bhikṣu who is like rotten pus, who lacks celibate conduct yet claims celibate conduct, who has regressed and fallen from the fruits and realizations of the noble path, and is ruined by the fetters of the afflictions, he can still reveal to all devas, dragons, humans, non-humans, and the like the hidden treasury of immeasurable precious merits. Therefore, whether someone who has gone forth in reliance upon me upholds the precepts or breaks the precepts, I do not permit cakravartins, high ministers, or prime ministers to penalize them, imprison them, subject them to whips and canes, sever their hands and feet, or even end their lives—how much less for minor infractions and slight \[lapses of\] deportment! Although a precept-breaking bhikṣu is like a dead person, the remaining power of the precepts is like ox bezoar (gorocanā): though the ox is dead, people still take it. It is also like stone fragrance (shixiang), which remains useful after death, able to bring great benefit to all sentient beings. Although an evil-acting bhikṣu violates the prohibitory precepts, the power of those precepts can still benefit immeasurable devas and humans. For instance, when burning incense, although the substance of the incense is destroyed, it perfumes others with fragrance. A precept-breaking bhikṣu is also like this: while falling into the evil destinies himself, he can cause living beings to increase their roots of goodness. For this reason, all white-robed laypeople should not violate, defame, or despise a precept-breaking bhikṣu, but must protect, revere, and make offerings to him, and are not permitted to penalize, imprison his body, or even take his life.” At that time, the World-Honoured One spoke a gāthā, saying:
