> "I have abandoned the heterodox and outer to serve the correct and inner, the Buddhas and Tathāgatas. If there are ministers and officials who can enter into this vow, each may generate the bodhicitta. Laozi, the Duke of Zhou, Confucius, and the like, although they were disciples of the Tathāgata, their transforming traces were already heterodox; they are merely worldly virtues and cannot transform an ordinary being into a sage. The ministers, myriad officials, princes, and royal clansmen should turn away from the false and take up the true, abandoning the heterodox to enter the correct. Therefore, the scriptural teaching of the \*Tattvasiddhi-śāstra\* says: 'If one serves heterodox paths with a heavy heart, but regards the Buddhadharma with a light heart, this is wrong view. If one's mind regards them equally, this is an indeterminate nature, neither good nor evil. If one's heart in serving the Buddha is strong, and one's heart toward Laozi is weak, this is being a pure believer.' What is meant by 'pure believer' is: 'pure' means both inside and outside are clean, and defilements and entangling delusions are completely exhausted; 'belief' means believing in the correct and not believing in the heterodox; hence one is called a 'pure-believing disciple' (upāsaka). All other forms of belief are wrong view and cannot be called pure belief. Let the Chancellery swiftly carry this out."
