> Censure and punish (譴罰; first character qi + jian fanqie; the Guangya says: "Qian (譴) means to reprimand." The Cangjiepian says: "Qian means to scold." The Guiyuan zhucong says: "Qian means to reprove (zhu + ge fanqie) and question." It takes the speech radical (言) with qian (遣) phonetic. Second character fan + wa fanqie; the Shangshu says: "Those subject to tattooing penalties number one thousand; those subject to amputation of the feet number five hundred." The Kaosheng says: "Inflicting punishment on someone is called fa (罰)." The Shuowen says: "A minor offense." It takes the knife radical (刀) with li (詈, pronounced li) phonetic. The character li properly takes 𠕀 and 言; writing it with 'four' (四) in sūtras is mistaken. Cai Yong's Stone Classics writing it with the inch radical (寸) as 罸 is mistaken.).
