> “Already able to follow and turn the wheel of non-retrogression”: Below, the second section clarifies their practices of transforming others. The text has two parts: first, clarifying that they are inwardly endowed with practices of transformation; second, clarifying that their carrying out transformation benefits beings. The inner practices also have three parts: first, clarifying the virtue of expounding the Dharma; second, clarifying the virtue of fearlessness; third, clarifying the virtue of renowned fame. The first, on expounding the Dharma, has two parts; this first raises their capability to turn the wheel of non-retrogression. Zhao says: “In the Way of non-arising, there is no gaining and then losing; this is non-retrogression. Flowing and disseminating in perfect penetration, unattached to any single person, it is called a ‘wheel’. Since the buddhas have already turned this wheel, the mahāsattvas are also able to turn it accordingly.”
