> "If a monk makes a new rug, he should keep it for six years. If, within less than six years, without relinquishing the old, he makes another new one, except by a saṅgha-karmavācanā, it is a niḥsargika-prāyaścittika." / In this full text of the precept there are three clauses: first, the person committing the offense; second, limiting the period to six years; third, from "if within the limit" onward, determining the offense for making a new one. The first clause is understood. "Except by a saṅgha-karmavācanā" clarifies the purpose of the exception. The Vinaya states: there was a monk afflicted with a wasting disease whose rug was very heavy, so he was unable to carry it along; the Buddha allowed that, following a request to the saṅgha according to the Dharma to make a new one, the saṅgha should perform a jñaptidvitīyā-karmavācanā to permit him to make another new one. The Mahāsāṃghika Vinaya states: if there is no cause of old age or illness, one may not make another new rug before six years have elapsed; if his body is not emaciated and his complexion is not poor, and a jñaptidvitīyā-karmavācanā is performed to permit it, each member of the assembly fails \[in the act\]. "Niḥsargika-prāyaścittika" means committing an offense because of making it before the limit \[has expired\]; forfeiture and confession are as explained above. As for non-offense, the Vinaya states: if the saṅgha permits it by a jñaptidvitīyā-karmavācanā, or if six years are complete, or if before six years he relinquishes it and then makes a new one, or if he obtains what is already made, or if without \[his asking\] another makes it for him—in all such cases there is no offense.
