> "If a bhikṣu conceals another bhikṣu's robe, bowl, sitting mat, or needle case, whether concealing it himself or having another person conceal it, down to doing so in jest, it is a prāyaścittika." This is the complete text of the precept. The text has three clauses: 1. The person committing the offense. 2. The concealed objects. 3. Setting down the offense for concealing by oneself or through another. In distinguishing the characteristics, the three clauses are clear. The Vinaya states: Up to tormenting another, down to joking and jesting, all incur a prāyaścittika offense. Hence it is said that even joking incurs an offense, how much more so intentionally tormenting. The Sarvāstivāda-vinaya-vibhāṣā states: If they are robes of the five primary colors or impure robes, it is a duṣkṛta. For unsmoked bowls, water jars, or robes and bowls that are kept without being rendered permissible, all fall under \[a prāyaścittika\]. The Vinaya states that it is not an offense: if knowing the actual owner and the object, one lifts it; if it is in an open space and is lifted to save it from wind and rain soaking; if the owner by nature carelessly leaves his robes and items strewn in disorder, and one takes them to admonish him; if one borrows another's robes and that person does not take them back, so one puts them away; or if because of these robes or bowl there are circumstances threatening life, the brahmacarya, etc., and one hides them—in all such cases there is no offense.
