> \[Treatise:\] As for the universal condition, \[from the time when the buddhas and bodhisattvas first generate the wish to liberate all sentient beings, they naturally perform activities through the samatā of bodily action, speech, and mind, without interruption,\] manifesting actions \[according as beings can see and hear\].
> \[Commentary:\] Below is the universal condition. Within this there are two: first, clarifying the agents who act as conditions; second, explaining the meaning of universal. This is the first. The words "the bodhisattvas" refer to those on the first ground and above, because upon entering the grounds they first realise the cognition of identity of essence. "Wish to liberate all" is the universal mind. The New Treatise further has "universal wisdom"; here it is omitted. Because both their wisdom and aspiration are universal, they desire to liberate the universally equal realm of sentient beings. "Naturally," and so forth, means that they constantly and universally respond to capacities, effortlessly perfuming without interruption. "Through the identity of essence," and so forth, reveals the marks of their activity. Oneself and others having the same essence is called "identity of essence"; the wisdom knowing this identity is called the "cognition of identity of essence." Because they have attained the universal essence of sentient beings, seeking to extinguish others' suffering is like extinguishing one's own suffering. Suffering can be seen and heard, and thus seeing and hearing themselves, they naturally perfume and so forth in accordance with needs.
