anumānavyavasthānāt tatsaṃyuktaṃ pramāṇaṃ syāt //

Because inference is restricted, an authoritative means of knowledge would be conjoined with that. //

anumānāt smṛter ācārāṇāṃ ca prāmāṇyam iṣyate. yenaiva hetunā te pramāṇam, tenaiva vyavasthitāḥ prāmāṇyam arhanti. tasmād holākādayaḥ prācyair eva kartavyāḥ; āhnīnaibukādayo dākṣiṇātyair eva; udvṛṣabhayajñādaya udīcyair eva. yathā śikhākalpo vyavatiṣṭhate kecit triśikhāḥ, kecit pañcaśikhā iti.

The authoritativeness of the tradition and of customary practices is accepted on the basis of inference. By the very reason that they are an authoritative means of knowledge, by that very reason they are entitled to authoritativeness as restricted [to certain regions]. Therefore, Holākā and other rites are to be performed only by Easterners; Āhnīnaibuka and others only by Southerners; Udvṛṣabhayajña and others only by Northerners. Just as the rule of tufts of hair is restricted—some have three tufts, some have five tufts.
