atha kasmān na samākhyayā niyamaḥ. ye dākṣiṇātyā iti samākhyātāḥ, ta āhnīnaibukādīn kariṣyanti. ya udīcyā iti samākhyātāḥ, ta udvṛṣabhayajñādīn. ye prācyā iti, te holākādīn. yathā - rājā rājasūyeneti. naitad evam. deśasaṃyogād ākhyā bhavati. dākṣiṇadeśān nirgataḥ prākṣu vodakṣu vāvasthita āhnīnaibukādīn karoty eva. udīcyāś ca deśāntara udvṛṣabhayajñādīn, prācyāś ca holākādīn. anyadeśaś ca deśāntaragato na niyogataḥ parapadārthān karoti. tasmān na vyavasthā. rājā rājasūyeneti tu niyatā jātiḥ.

Now, why is there no restriction by conventional designation? Those who are designated as "Southerners" will perform Āhnīnaibuka and the like; those designated as "Northerners", Udvṛṣabhayajña and the like; those who are "Easterners", Holākā and the like. Just as in: "A king [sacrifices] with the Rājasūya." This is not so. The name arises from connection with a place. One who has departed from the southern country and is living in the east or in the north still performs Āhnīnaibuka and the like. And Northerners in another country perform Udvṛṣabhayajña and the like, and Easterners perform Holākā and the like. And someone of another region who has gone to a different region does not necessarily perform the items of others. Therefore, there is no restriction. But "a king with the Rājasūya" denotes a fixed caste.
