Those who pursue fortune make of his realm the prey of their designs, and weak adversaries seize the opportunity to seek delay; and the deputies, for the sake of preserving their own customs, abandon the noble qualities of piety and trustworthiness; and they subject the subjects of the realm to levies and exactions; the province becomes ruined, and the subjects are reduced to destitution; an interregnum falls upon the kingdom, and disruption and dispersal become apparent in the state.
