The Kúshán Sháh who is put on par with the Roman Kesar (Cæsar) was the Kushan king. The word KÚSHÁN in the inscription has been treated as a territorial unit; evidently the dynastic name (after the name of the first king Kushana) gave the territorial designation of Kúshán to the Balkh-Badakshan region. The Kúshán Sháh here must be the Kushan emperor, to be mentioned even before the Roman emperor. The group of kings headed by these two emperors (lines 44-45 of the Pārsík text, and lines 41-42 of the Pahlavík text) are undoubtedly independent kings.
