The fairs and festivals were occasions when large quantities of wine were consumed. During the feasts (\*utsava\*), on the occasion of animal sacrifices (\*samaja\*), and on picnics or excursions (\*yatra\*) people were allowed to distil their own liquors for a period of four days. But this freedom was subject to the condition that they paid to the Superintendent licensing fees which amounted to five per cent \*ad valorem.\*
