To recall what we have already said, spies are mentioned in the \*Ṛg Veda Samhitā\*. It is said that Varuṇa had a number of spies,³¹ as well as Agni.³² These spies looked out far and wide. They went about in different directions. They were true to their duties, and were never confused in carrying out their task.³³ Their policy was clearly defined. Only men of wisdom and purity were sent on this errand,³⁴ thus suggesting that they should be persons above corruption and temptation of any sort.
