Wherein, in particular, the judicial work of the senāpati differs from that of the minister of justice (vinicchayāmacca), whose proper province—as his name implies—was the administration of justice, is not evident from the Jātakas. According to the statement made in the commentary on the Mahāparinibbāna Sutta the vinicchayamahāmattas represented the first and lowest stage of judicial work; their judgment was only final in the case of acquittal; in other cases, the matter was referred to the vohārikas.¹ In contrast with this, the vinicchayāmacca appears to be an important personality; his protest succeeds, as we have already seen, in revising a wrong judgment pronounced by the king in favour of the priest.
