Dr. Sharma further ingeniously suggests, on very meagre grounds, that the \*vidatha\* as an assembly "made laws and ordinances for the regulation of the affairs of the tribe".⁵ We have no evidence even of the \*sabhā\* and the \*samiti\* making laws and ordinances. In fact, there is no evidence to suggest that any early assemblies, such as those of the Greeks and the Romans or others, had legislative functions. This is a clear case of imposing later ideas on earlier institutions.
