“Ānanda, noble people live here, and merchants gather here. The country’s laws are true, and there isn’t any fraud. This city is the greatest, while others in the region are in decline and can’t destroy it. If it were to be destroyed in the future, it would require three conditions: First is a great flood. Second is a great fire. Third, it would take both civilized and barbaric men to destroy this city.”
