15.39

時諸比丘施衣時到，或有已得施衣處、或有方當求索，彼畏慎不敢入城，恐犯不囑授入城。佛言：「自今已去聽諸比丘布施衣時不囑授入城。自今已去當如是說戒：若比丘先受請已，前食後食詣餘家，不囑授餘比丘，除餘時，波逸提。餘時者，病時、作衣時、施衣時，是謂餘時。」

At that time the season for the distribution of robes arrived for the bhikṣus. Some had already obtained a place of robe-distribution, while others were just about to seek one. They were fearful and scrupulous, not daring to enter the city, fearing they would transgress by entering the city without giving notification. The Buddha said: "From this day forward, I permit the bhikṣus during the time of robe-distribution to enter the city without giving notification. From this day forward, the precept should be recited thus: 'Whatever bhikṣu, having previously accepted an invitation, should either before or after a meal visit another family without giving notification to another bhikṣu, except at the proper time, it is a pāyattika. Herein, "the proper time" means: a time of illness, a time of robe-making, and a time of robe-distribution; these are called the proper times.'"
