At that time the Buddha was staying in Śrāvastī at the Jetavana Anāthapiṇḍadārāma. At that time, the group of six bhikṣus, having eavesdropped on the quarreling words of the bhikṣus, spoke of them to those other people, causing the saṅgha to have disputes where there were none, and where there were already disputes, not to settle them. The bhikṣus thought: "For what reason does the saṅgha have disputes where there were none, and where there were already disputes, does not settle them?" The bhikṣus investigated and found out: it was simply because the group of six bhikṣus, having eavesdropped on the quarreling words of the bhikṣus, went and spoke of them to the other parties. When the bhikṣus heard of it, those among them who had few desires and were easily satisfied, practiced dhūta, delighted in training in the śīla, and possessed shame and remorse, rebuked the group of six bhikṣus, saying, "Why did you, having eavesdropped on the quarreling of the bhikṣus, speak of it to the other parties, causing the saṅgha to have disputes where there were none, and where there were already disputes, not to settle them?" The bhikṣus went to the Bhagavat, bowed their heads at his feet, sat to one side, and reported this matter in full to the Bhagavat. Thereupon the Bhagavat, on this account, assembled the bhikṣusaṅgha and rebuked the group of six bhikṣus, saying, "What you have done is wrong; it is not dignified deportment, not the Dharma of a śramaṇa, not pure conduct, not compliant conduct, and what ought not to be done. Why did you, having eavesdropped on the quarreling of the bhikṣus, speak of it to the other parties, causing the saṅgha to have disputes where there were none, and where there were already disputes, not to settle them?" Having rebuked them with countless skillful means, the Bhagavat addressed the bhikṣus: "These foolish men of the group of six bhikṣus! They are the source of various corruptions and are the first to transgress the precepts. From now on, I lay down this precept for the bhikṣus, gathering the ten objectives up to the long endurance of the true Dharma. Those who wish to recite the precepts should recite them thus: 'If a bhikṣu, when bhikṣus are quarreling together, eavesdrops on these words and speaks of them to the other party, it is a pāyattika.'"
