18.68

爾時佛在舍衛國祇樹給孤獨園。爾時六群比丘瞋恚故，以無根僧伽婆尸沙謗十七群比丘。時諸比丘聞已，其中有少欲知足、行頭陀、樂學戒、知慚愧者，嫌責六群比丘言：「汝云何瞋恚故，以無根僧伽婆尸沙謗十七群比丘？」諸比丘往世尊所，頭面禮足在一面坐，以此因緣具白世尊。世尊爾時以此因緣集比丘僧，呵責六群比丘言：「汝所為非，非威儀、非沙門法、非淨行、非隨順行，所不應為。汝云何瞋恚故，以無根僧伽婆尸沙謗十七群比丘？」世尊以無數方便呵責六群比丘已，告諸比丘：「此癡人！多種有漏處，最初犯戒。自今已去與比丘結戒，集十句義乃至正法久住，欲說戒者當如是說：若比丘瞋恚故，以無根僧伽婆尸沙謗者，波逸提。」

At that time the Buddha was dwelling in the Jetavana Anāthapiṇḍadārāma at Śrāvastī. At that time, the group-of-six bhikṣus, out of anger, groundlessly slandered the group-of-seventeen bhikṣus with a saṅghāvaśeṣa [offence]. When the bhikṣus heard this, those among them who had few desires, were content, practised dhūta, took delight in training in śīla, and had a sense of shame and conscience, rebuked the group-of-six bhikṣus, saying: “Why, out of anger, did you groundlessly slander the group-of-seventeen bhikṣus with a saṅghāvaśeṣa?” The bhikṣus went to the Bhagavat's place, bowed their heads at his feet, sat to one side, and recounted this matter in full to the Bhagavat. The Bhagavat then, on account of this circumstance, assembled the bhikṣu-saṅgha and rebuked the group-of-six bhikṣus, saying: “What you have done is improper; it is not deportment, not the dharma of a śramaṇa, not pure conduct, not compliant conduct, and should not be done. Why, out of anger, did you groundlessly slander the group-of-seventeen bhikṣus with a saṅghāvaśeṣa?” Having rebuked the group-of-six bhikṣus with countless skillful means, the Bhagavat addressed the bhikṣus: “These foolish people have numerous points for the influx of defilements and have committed the initial transgression of the precept. From this day forward, I lay down this precept for the bhikṣus, bringing together the ten objectives up to the long abiding of the true Dharma. Those who wish to recite the precepts should recite them thus: ‘If a bhikṣu, out of anger, makes a groundless slander of saṅghāvaśeṣa, it is a pāyattika.’”
