At that time, the Bhagavat was residing in Śrāvastī, at the Jetavana Anāthapiṇḍadārāma. At that time, Upananda the Śākyan was traveling on the road and obtained a large quantity of sheep's wool. Putting it through the end of a staff, he carried it on his shoulder as he walked along the road. Laypeople saw him and reproached him, saying: 'Why is a śramaṇa Śākyan son selling sheep's wool?' They immediately asked him, saying: 'Venerable sir! Is this sheep's wool for sale or not?' When the bhikṣus heard this, those among them of few desires and contentment, who practiced the dhūta virtues, loved training in the precepts, and had a sense of shame and conscience, reproached Upananda, saying: 'Why did you take sheep's wool, put it through the end of a staff, and carry it on your shoulder walking along the road?' The bhikṣus went to the Bhagavat, bowed their heads down at his feet, sat to one side, and fully reported this matter to the Bhagavat. On this account, the Bhagavat assembled the saṅgha of bhikṣus and rebuked Upananda the Śākyan: 'What you have done is improper, not deportment, not the Dharma of a śramaṇa, not pure conduct, not compliant conduct, and ought not to be done. Why did you take sheep's wool yourself and carry it on your shoulder walking along the road, so that you were mocked by laypeople?' When the Bhagavat had rebuked him with countless skillful means, he addressed the bhikṣus: 'This foolish man, with his diverse bases of āsravas, is the first to break the precepts. From this day forward, I lay down this precept for the bhikṣus, gathering the ten objectives up to the long endurance of the true Dharma. Those who wish to recite the precepts should recite them thus: "If a bhikṣu traveling on the road obtains sheep's wool, if there is no one to carry it, he may carry it himself for up to three yojanas. If there is no one to carry it and he carries it himself beyond three yojanas, it is a niḥsargika-pāyattika."'
