七者，不知偏制。是名淨國不受食，如事外國不洗大小行便，如寒雪國聽著複衣，如是比不犯、餘國便犯，是為不知偏制。

Seventh, not understanding particular promulgations: such as not accepting food in pure countries; such as not washing after defecation or urination in foreign countries according to their customs; such as permitting the wearing of padded robes in cold, snowy countries—in such cases, it is not an offense [there], but would be an offense in other countries; this is called not understanding particular promulgations.
