Answer: "When Devadatta took refuge in the Triratna, his mind was not genuine, and his three refuges were not complete. He constantly sought material gain and fame, proclaimed himself to be an omniscient person, and vied with the Buddha. For this reason, although the Triratna possesses great power, it could not save him. By contrast, although King Ajātaśatru committed an unpardonable sin and ought to have entered the Avīci hell, because his mind was sincerely directed toward the Buddha, his sin deserving the Avīci hell was eradicated and he instead entered the Black Rope Hell. It was like a grave human sin being completely exhausted in seven days. This is what is meant by the power of rescue and protection of the Triratna."
