The commentary says: Saṃsāra is turbulent and clamorous; tathatā is tranquil. Hence, because of seclusion, intrinsic nature is also tranquil. Defilements possess taint; the nature of emptiness is pure. Hence, by virtue of tranquility, the purity of substance is revealed. The overarching meaning reveals that because all dharmas are empty of intrinsic nature, the phrase-meaning of emptiness and quiescence is precisely all the phrase-meanings of the bodhisattva. Since all dharmas are empty, they are free from falsehood; being free from falsehood, their substance lacks turbulence and agitation, and thus their nature is tranquil. Since there is no turbulence and their intrinsic nature is empty and quiescent, they are not defiled and their intrinsic nature is pure. ‘Intrinsically pure’ manifests the supreme purity of wisdom. Contemplative illumination awakens to this intrinsic purity: the true characteristic and self-substance are originally pure, and so the profound wisdom of texts and the like is most supremely pure. The two explanations of Bhaviveka and Dharmapāla may be applied as appropriate.
