The commentary states: From here on is the second, directly setting forth what is expounded. Within this there are four [points]; this is the first. As for 'all sentient beings are the tathāgatagarbha': the tathāgatagarbha is the name of suchness while encased in defilements, because when it emerges from encasement it is named the dharmakāya. 'Garbha' means storehouse: all the merits possessed by all buddhas are within it, so it is named 'tathāgatagarbha'. Because active merits are not yet able to arise, it is not named the dharmakāya. Furthermore, this true nature is precisely the real Tathāgata, and being hidden within encasement, it is called the 'tathāgatagarbha'. All sentient beings possess this true principle; therefore the Śrīmālā[devī-sūtra] says, 'Samsāra is the tathāgatagarbha.' As for 'because the self-entity of Samantabhadra Bodhisattva is pervasive': xian (virtuous) means thoroughly wholesome; because all three karmas of the pervasive entity are entirely virtuous and wholesome, he is named Samantabhadra (Universally Virtuous). The Bodhisattva realizes this universally virtuous, wholesome principle, and furthermore his self-entity is universally virtuous and wholesome, with all dharmas such as the three karmas being completely virtuous. Because of this, the true principle realized by the Bodhisattva can realize conditioned dharmas such as the self-entity, so that all are compliant and all are virtuous and wholesome. Furthermore, because this nature's entity pervades the three karmas, it can cause the three karmas to be universally virtuous and wholesome; therefore he is named Samantabhadra. However, now the Bodhisattva's universally virtuous intrinsic nature is itself the tathāgatagarbha; therefore it is said that Samantabhadra Bodhisattva's self-entity pervades the entity of sentient beings, and thus sentient beings are all the tathāgatagarbha. Dismissing function to reveal the entity is called 'Samantabhadra's pervasion'.
