讚曰：此即第三一切有情皆正法藏。正法即是般若真教，藏謂庫藏，一切有情皆是正法之庫藏也，以諸有情皆能隨順正語轉故。言正語者，謂順理語，即是契經。謂諸有情皆能隨順正語而轉。轉謂動轉，能依正語聖教法行，得堅實法故。有情性相竝名有情。從諸有情發起正語，故諸有情名正法藏。

The commentary states: This is the third, that all sentient beings are the true dharma treasury. The true dharma is the true teaching of prajñā; 'treasury' means storehouse; all sentient beings are the storehouses of the true dharma because all sentient beings are able to revolve in accordance with correct speech. As for the words 'correct speech', this refers to speech that accords with principle, which is to say, the sūtras. It means that all sentient beings are able to revolve in accordance with correct speech. 'Revolve' means to move; being able to act in accordance with the noble teaching of correct speech, they obtain the solid dharma. Both the nature and marks of sentient beings are termed 'sentient beings'. From all sentient beings correct speech arises; therefore all sentient beings are named the 'true dharma treasury'.
