The commentary says: From here on is the second section, the dhāraṇīs of the three iterations. This is the first dhāraṇī. The praise of its virtues is as in the text. The buddhas proclaim it with the same mouth, and protect it in thought together with their minds. 'Protecting' is empowerment; 'thought' is mindfulness: the minds of the buddhas empower it without forgetting. In accordance with what the mind desires, all evil wishes are eliminated and wholesome ones are all fulfilled. In the praise of virtues of the second dhāraṇī, giving birth to all buddhas is why it is named 'mother', because it is the source that gives birth to all buddhas. Regarding 'knowledge of past lives': in all places of rebirth one attains sublime wisdom, knowing the past lifetimes, the staying kalpas, and other matters, and is fully able to know wholesome and unwholesome causes and fruits; this is knowledge of past lives. In the praise of virtues of the third dhāraṇī, regarding 'possessing great majesty': adorned with all virtues, all revere and stand in awe of it. 'Power' means being able to subdue all. Regarding 'the true Dharma that one hears will be retained in retention and not forgotten': one attains retention of the teachings and meanings, with mindfulness and insight clearly recording them so that they should never be forgotten. Therefore, what is explained here follows those texts of praise; the remaining varying passages can be understood in accord with the meaning.
