述曰，此第二答中，初、標，次、釋。言「是福」者，謂舉財施福德。「即非福德性」者，謂非是感出世之福德性也，謂要聽聞發生無分別智，方得出世無相果故。「是故如來說福德多」者，謂是故如來說，此財施福能感世間福德多。

The commentary states: In this second [part], the answer, there is first the statement, then the explanation. Saying "this merit" brings up the merit of material dāna. "Is not the nature of merit" means that it is not of the nature of merit that induces the supramundane; this is because one must hear [the Dharma] to generate non-conceptual wisdom before one can attain the supramundane signless result. "For this reason the Tathāgata says that the merit is much" means that for this reason the Tathāgata says that this merit of material dāna can induce much worldly merit.
