The commentary states: In this answer, first he accords with the Buddha, stating they are many; next, he explains that they are not real as such. "These motes of dust" refers to crushing the world into dust. "Preaches they are not motes of dust" means they are not real motes of dust as grasped by the Vaiśeṣikas and others, meaning that he merely borrows motes of dust as a metaphor for greed and the like, not that motes of dust exist literally according to the words. Another explanation is that he merely borrows motes of dust to metaphorize greed and the like, not that the motes of dust are themselves the substance of greed. "They are called motes of dust" means they are motes of dust used as a metaphor. "Preaches the world" means using the world as a metaphor for the giving of material wealth. "Not the world" is the cause of greed and the like: material giving is a cause of greed, and the world is merely borrowed as a metaphor.
