述曰，此第三、總結成也。「言一切法」者，謂佛所證法；「即非一切法」者，非餘人所得法，或非分別之相法也。

Commentary: This is the third [part], the concluding summary. 'What are called all phenomena' refers to the Dharma realized by the Buddha. 'Are not all phenomena' means that they are not the phenomena attained by other persons, or that they are not phenomena characterized by conceptual discrimination.
