述曰，此第二明凡亦非實，但假施言也，謂於貪、嗔未亡之類，假名凡夫，非如其言即實凡夫也。

The Commentary says: This is the second [part], clarifying that ordinary persons are also not real, but are merely provisionally designated; that is to say, for those in whom greed and anger have not yet been eliminated, they are provisionally called 'ordinary persons', and they are not real ordinary persons as the words suggest.
