The Commentary says: Vasubandhu states that this is the third section of doubt in the detailed text, which is the third section of doubt in the progressive sequence. Within it, there are four detailed parts, which will be understood when we reach the text; this is the first. That is, there is a doubt that says: 'If these dharmas are equal and without high or low, how can the Tathāgata be said to deliver sentient beings?' Within refuting this doubt, first, he urges them to eliminate the doubt; next, he elaborates and establishes his own position. This is the first. That is to say, the reward body and transformation body benefit beings in accord with their capacities, with high and low; they may have the thought that they shall deliver sentient beings, due to the conditions of their original vows of compassion. The true reality of the dharmakāya is serene, tranquil, and without conceptual thought; how could it have the thought that it shall deliver sentient beings? It is merely by giving rise to wisdom and realizing [reality] that it is called 'delivering'. Furthermore, the transformation body manifests in accord with circumstances and can display the thought of delivering sentient beings, but the substance of the reward body has long been free from conceptualizing thought; how could it give rise to thoughts? It is like a maṇi jewel raining down according to what is sought. Moreover, ordinary persons, through their attachments, give rise to the thought, 'I shall deliver', whereas for the Buddhas, conceptual discrimination is forever eliminated, and the thought that they shall deliver does not exist; they merely adapt to those being transformed, manifesting thoughts in response to their capacities. For this reason, he reiterates that you should have no such thought. Furthermore, within true reality, nothing whatsoever is obtained, nor are there any sentient beings that are to be delivered.
