疏先說下。正明設教。以此方佛事籍以音聲，若無言教現相何益？教先說小後方說大。

Commentary: 'First teaching...' and so on. Directly explaining the establishment of the teaching. Because in this realm the Buddha's work relies upon sound and voice, if there were no verbal teaching, what benefit would manifesting signs bring? The teaching first explains the small and only later explains the great.
