疑者。於理於事猶豫不決，即心所法中煩惱一數。然有二種：一種子，二現行。種子謂蘊在藏識未顯發者，名為未起。現行謂動之於心或形之於口，名為現起。遮則遮其種子，不令起於現行。斷則斷於現行，即自除其根本。其猶築堤防水傾津潑焰，其義可見。

"Doubt" means being hesitant and undecided regarding principle and phenomena; it is one of the afflictions among mental factors. There are two kinds: first, seeds; second, manifest activity. "Seeds" refers to what is stored in the storehouse consciousness and has not yet become manifest, called "unrisen". "Manifest activity" refers to what stirs in the mind or takes shape in speech, called "presently arisen". "To prevent" means to prevent the seeds, not allowing them to arise into manifest activity. "To sever" means to sever manifest activity, thereby naturally eliminating its root. It is like building a dike to hold back water, or pouring water to douse flames; the meaning is evident.
