若起下。反明。凡夫著我，既由起心，聖人無我，必不起也。
"If one gives rise to, etc." clarifies by contrast. Ordinary beings cling to a self, which comes entirely from giving rise to thoughts; nobles are without a self, so they definitely do not give rise to them.
