第一等者。如前所明。經文存略，故標二也。此中即般若教，餘者即未說般若之前，二乘人天之教。

"The foremost..." is as clarified above. The sūtra text retains brevity, so it marks two. Here it is the prajñā teaching; the other refers to the teachings of the two vehicles, humans, and devas prior to the preaching of prajñā.
