5.125

勝餘等者。謂人天二乘教中不詮此法，今乃詮之。彼以所詮劣故，能詮亦劣。此以所詮勝故，能詮亦勝也。

"Superior to the rest": This means that the teachings of humans, devas, and the two vehicles do not signify this teaching, whereas this [sūtra] now signifies it. In their case, because the signified is inferior, the signifier is also inferior; here, because the signified is superior, the signifier is also superior.
