Ordinary and noble are not distinguished. The sūtra's intent is: a wheel-turning king also has these marks; should he be a Tathāgata? "The verse says..." and so forth means: if one looks from the root toward the branches, it is determinate; but if one looks from the branches toward the root, it is indeterminate. Take, for example, a wheel-turning king and the Buddha: although their physical marks are the same, that upon which their marks rely differs in each: the Buddha's marks are manifested by the dharmakāya, whereas the king's marks arise relying on karmic causes; ordinary and noble differ as clouds and mud, so how could there be a standard? Moreover, relying on the dharmakāya there are own-enjoyment and other-enjoyment [bodies], and further there are great and small transformations adapting to types, each being different. Just as with sprout and root, matters are also indeterminate: a newly planted tree has a sprout but no roots, while a grafted tree has different sprouts and roots.
