一切攝者。攝佛眼也。即無所不了，是一切種智故。論云：「一切種無功用智名為佛眼。」
"Subsuming all": subsuming the Buddha eye. That is, there is nothing it does not comprehend, being the all-aspect wisdom. The treatise says: 'Effortless wisdom of all modes is named the Buddha eye.'
