若諸下。指疑起處。此從二十六中來。以化身如來常說法故，前雖無文而有此意。

"If all, etc.": pointing out where the doubt arises. This comes from [Section] 26. Because the transformation-body Tathāgata constantly expounds the Dharma, although there was no explicit text earlier, this meaning was present.
