7.55

如是下。法合。謂應現十方故非一，同依一體故非異。又依法起化故非一，離法無化故非異。

From "In this way..." onward matches the metaphor with the Dharma. That is to say, responding and manifesting in the ten directions means they are not one; identically relying on a single essence means they are not different. Furthermore, arising transformation based on the Dharma means they are not one; there being no transformation apart from the Dharma means they are not different.
